Experienced bridge builder and policy strategist with deep expertise in technology, appropriations, foreign affairs, and labor policy. He is adept at negotiating legislative text, developing policy strategy, and navigating complex political environments. Julio has cultivated strong relationships across the House and Senate, including within the Congressional Tri-Caucus and key committees such as Armed Services, Foreign Affairs, Judiciary, Transportation & Infrastructure, Ways & Means, Energy & Commerce, Senate Appropriations, Finance, Budget, Foreign Relations, and Banking. Before joining NVG, Julio spent nearly a decade on Capitol Hill serving in both the House and Senate, including for former Senate Majority Leader Harry Reid (D-NV) and Rep. Seth Moulton (D-MA-6). He loves reading about President Lincoln and his favorite quote is, “Give me six hours to chop down a tree and I will spend the first four sharpening the ax.”
