As a first-generation Haitian American and Special Advisor to the White House Liaison at HHS, as a former Political-Appointee, Mathieu has built trusted relationships across government, advocacy groups, and healthcare sectors to advance equity-driven policy, inclusive representation, and increase support for lower socioeconomic groups.
Cate helps the NVG team by connecting clients with representatives and decision-makers in D.C. Cate assists clients through media monitoring and compiling legislative updates, attending policy briefings and academic webinars for clients and creates concise reports of all relevant updates for them. She focuses primarily on nutrition, healthcare access, vaccines, climate, and immigration. Cate is passionate about immigration, labor, and energy policy.
Santiago is a forward-thinking legislative strategist with nearly a decade of experience shaping major policy initiatives in Congress. As Legislative Director to Senator Michael Bennet, he led efforts on tax fairness, trade, health care, and immigration, advancing landmark bills like the Child Tax Credit expansion and the Americas Act. He previously advised Congressman Jason Crow and Senator Heidi Heitkamp, and has drafted and advanced dozens of policy initiatives. Santiago also brings campaign expertise, advising multiple successful statewide and congressional district races. In his free time, he plays music, reads, works out, spoils his niece and nephew, and thinks about how the United States can best avoid the mistakes that led to the demise of the Roman Empire.
Expertise in labor policy, legislative strategy, and advocacy with over four decades of experience. A dedicated policy strategist, Bill has represented organized labor on Capitol Hill for much of his career—serving as Director of Government Affairs for the 12.5-million-member AFL-CIO from 2001 to 2024 and as chief lobbyist for the United Mine Workers of America from 1984 to 1995. He also held senior roles in the Clinton Administration, first as Associate Deputy Secretary of Labor under Robert Reich and later as Labor Policy Advisor to Vice President Al Gore. He is a graduate of Oberlin College and the George Washington University Law Center.

She focuses primarily on nutrition, healthcare access, vaccines, climate, and immigration. Carrie is a proud first-generation Chinese American who is very passionate about renewable energy, environmental justice, and immigration.

A lawyer by training, Erinn is a passionate policy strategist, and coalition builder with over a decade of experience. She has broad experience at advocacy organizations and in the government, previously serving at the Department of Justice, National Women’s Law Center, and Lawyers’ Committee for Civil Rights Under Law.
Eli supports the NVG team by keeping clients informed of the latest legislative developments, agency actions, and media coverage within the health policy space. As an associate, he works with our clients on a wide range of health care and global health policy issues. Eli is deeply interested in health equity and the care economy.
Amy Rutkin is a veteran government/political leader with 25+ years of Capitol Hill experience as Chief of Staff to Rep. Jerrold Nadler and Staff Director of the House Judiciary Committee. Led the Committee through both impeachments of President Trump and highly-charged debates across the complex jurisdictions of criminal, immigration, IP, antitrust, and constitutional law. Steady in a crisis and thrives at developing and executing long-term campaigns.
Alice Alexeeva, an avid researcher, specializes in keeping clients informed of evolving legislative and regulatory developments in the AI, technology, IP, and media spaces. As a DC-area native, Alice leverages strong relationships with advocates and organizers to support pragmatic, equity-minded policy and advocacy.
Life-long immigration advocate who brings a wealth of expertise and experience from her time in the Biden administration and at think tanks in Washington. Before joining NVG, she served as Senior Counselor to the Secretary of Homeland Security and Chief Advisor on Policy and Partnerships for the American Immigration Lawyers Association. She has also held leadership positions at the Center for American Progress, the Open Society Foundation, and the Center for American Progress Action Fund.
